GRA builds on the legacy of the first spill response event sponsored by the Texas General Land Office in 1991. That original event was created to strengthen coordination, share practical knowledge, and improve how response is carried out in the real world.
The goal is simple: better alignment, stronger communication, and more effective response when it matters most.
