The Gulf Response Alliance (GRA) has officially launched as a collaborative initiative dedicated to strengthening preparedness, response and environmental stewardship across the Gulf of America, its bays, estuaries, coastal habitats and waterways. Bringing together leaders from government, industry, emergency response, environmental organizations, wildlife conservation and academia, the Alliance aims to foster stronger partnerships that protect one of the nation’s most valuable natural and economic resources.
As part of its launch, the Gulf Response Alliance will host its inaugural summit from September 28–30, 2026, at the Palmer Events Center in Austin, Texas. The three-day event will provide a forum for professionals from across the Gulf Coast to exchange knowledge, strengthen partnerships and explore strategies that improve regional preparedness and resilience.
The Alliance is coordinated by four founding organizations that represent key sectors involved in protecting the Gulf Coast: the Oceans and Wildlife Institute (OWI), the Texas General Land Office Oil Spill Prevention and Response Program, the Louisiana Oil Spill Coordinator’s Office (LOSCO), and the Spill Control Association of America (SCAA). Together, these organizations support collaboration between the public and private sectors to advance environmental protection and emergency response capabilities throughout the region.
The Gulf Response Alliance is led by an experienced steering committee that includes Jesse Gilbert, President and Chief Executive Officer of the Oceans and Wildlife Institute; Michael Drieu, Chairman of the Gulf Response Alliance Steering Committee; Jimmy Martinez, Deputy Director of the Texas General Land Office Oil Spill Prevention and Response Program; Marty Bienvenu, Executive Director of the Louisiana Oil Spill Coordinator’s Office; and Josh Clifford, representing the Spill Control Association of America.

said Michael Drieu, Chairman of the Gulf Response Alliance Steering Committee.
“From Texas through Louisiana and across the Gulf region, our communities, wildlife habitats, ports, fisheries and coastal economies depend upon strong partnerships and effective preparedness. The Gulf Response Alliance was created to strengthen those partnerships before incidents occur.”
The Alliance focuses on four key priorities: preparedness, prevention, response and recovery. Through collaboration among government agencies, private industry, environmental organizations and response professionals, GRA works to improve coordination during environmental incidents and natural disasters while helping safeguard sensitive habitats, coastal wildlife and critical waterways.
Beyond its environmental significance, the Gulf Coast is a major driver of the U.S. economy, supporting millions of jobs through industries such as energy, shipping, tourism, commercial fishing and recreation. Recognizing the close connection between environmental protection and economic resilience, the Gulf Response Alliance seeks to strengthen the partnerships that help protect both coastal ecosystems and the communities that depend on them.

The Gulf Response Alliance provides that forum.”
Through its inaugural summit and future initiatives, GRA will continue bringing stakeholders together to share best practices, expand training opportunities and build a more coordinated approach to protecting the Gulf Coast for generations to come.ys and coastal communities for future generations.
